What is the Highway Code?

The Highway Code is a set of essential rules, advice and guidelines for all road users — including drivers, pedestrians, cyclists and motorcyclists. Knowing these rules is vital for your theory and practical driving test, as well as staying safe on the road once you have passed.

What areas are included in the Highway Code?

The Highway Code covers a wide range of topics. 2022 Highway Code updates

In January 2022, significant changes were made to the Highway Code, including the introduction of a new hierarchy of road users which places those most at risk at the top. Drivers now have a duty of care to cyclists and pedestrians — particularly at junctions, where drivers turning must give way to those going straight ahead on foot or on a bike.

Is the Highway Code a legal requirement?
Some rules in the Highway Code use the words 'must' or 'must not' — these are legal requirements and breaking them is an offence. Other rules use 'should' or 'should not', which are advisory. Ignoring advisory rules could still be used as evidence of careless or dangerous driving in court.
Do I need to learn the Highway Code for my theory test?
Yes. A large proportion of the theory test multiple-choice questions are based directly on the Highway Code. You should study the complete code and use practice questions to test your knowledge before sitting the test.
When was the Highway Code last updated?
The most recent significant update was in January 2022. Changes included new rules on the hierarchy of road users, cyclist priority, and updated guidance on e-scooters and mobile phones.
